The project was originally to be completed by 2010 but has been delayed by "complex terrain in some regions of Georgia". The first test train between  Akhalkalaki and Kartsakhi ran in December 2014. The Akhalkalaki- Kars section, which includes the cross-border crossing by tunnel and is being built by Turkey, had faced delays due to technical and legal problems. Freight services should start by the end of 2016 and passenger services during 2017.
