[D] Construction started in 2008 of a 105 km line between a junction east of Akhalkalaki (RK) and Mezra (TCDD), 13 km east of Kars - 29 km in Georgia and 76 km in Turkey. The line will be 1435 mm gauge, with gauge change facilities near Akhalkalaki.

There are gauge changing facilities near Akhalkalaki. It reestablishes a rail link between Azerbaijan and Turkey through Georgia following closure of the (Kars -) Doğukapı - Ahuryan (- Tbilisi) line in July 1993, when Turkey closed its border with Armenia.
 
The line was ceremonially opened on 30 October 2017. Freight services carrying containers started the following day. The first through freight, changing bogies at Akhalkalaki, ran on 26 June 2018. Through passenger services were expected to start in August 2019 but no information was available as at December 2022!
The project was originally to be completed by 2010 and is now scheduled for 2012, but even this now seems most unlikely. Its purpose is to reestablish a rail link between Azerbaijan and Turkey through Georgia following closure of the (Kars -) Dogukapi - Ahuryan (- Tbilisi) line in July 1993, when Turkey closed its border with Armenia.
